Message	Unless its a bastard of a bumper and has like 10 different colors from previous sprays. I was told once that the best primer is the original base coat. You will need to sand it, however, I believe that sometimes that is harder than the actual painting and is done wrong so many times. I would leave that part up to them, and yes, I would remove it. Hopefully it matches when you put it back on (probably no noticable with black as it is with other colors like white or silver). "Soap and a shop broom? Oh man, that's rough.
